The Fletcher School of Law and Diplomacy (also referred to as The Fletcher School) at Tufts University is the oldest school in the United States dedicated solely to graduate studies in international affairs. Fletcher is regarded as one of the world's foremost schools of international relations.[1] Every Fall, the school enrolls approximately 265 full-time students (excluding Ph.D. candidates not enrolled in courses.) The Fletcher School employs 30 tenured or tenure-track faculty. Retired United States Navy Admiral James G. Stavridis, the former NATO Supreme Allied Commander Europe and former head of the U.S. European Command, became dean of The Fletcher School on July 1, 2013.[2]

The Fletcher School was founded in 1933 with the bequest of Austin Barclay Fletcher, who left over $3 million to Tufts University upon his death in 1923. A third of these funds were dedicated to a school of law and diplomacy. Fletcher did not have in mind a school "of the usual kind, which prepares men for admission to the bar and for the active practice of law." Instead, Fletcher envisioned "a school to prepare men for the diplomatic service and to teach such matters as come within the scope of foreign relations [which] embraces within it as a fundamental and thorough knowledge of the principles of international law upon which diplomacy is founded, although the profession of a diplomat carries with it also a knowledge of many things of a geographic and economic nature which affect relations between nations."[3]

The school opened in 1933 as a collaborative project between Harvard University and Tufts University. The Fletcher School is now administrated exclusively by Tufts University, but maintains close ties with Harvard. Fletcher students can register for graduate classes at MIT and Harvard, and conversely, Harvard and MIT cross register at Fletcher. In addition, the Fletcher School has strong relationships, including joint degree programs, with several other universities around the metro Boston area and throughout the world.

The Fletcher School and Johns Hopkins University's Paul H. Nitze School of Advanced International Studies (SAIS) are the only non-law schools in the US that compete in the Philip C. Jessup International Law Moot Court Competition.

Degree programs[edit source | editbeta]

The Fletcher School offers multi-disciplinary instruction leading to the degrees of Master of Arts in Law and Diplomacy (MALD), Master of Arts, and Doctor of Philosophy. In 2000, the school launched the Global Master of Arts Program (GMAP), a year-long combined residency and Internet-mediated master's degree program for mid-career professionals. In the fall of 2008, the school introduced two new programs: a two-year Master of International Business (MIB) program which combines the flexibility of the international affairs curriculum with a core of business course and a one-year Master of Laws (LL.M.) degree which is a post-graduate, full-time academic degree for legal professionals who wish to obtain specialized education in a particular area of international law. The school does not award undergraduate degrees.

Most students are enrolled in the MALD program, a two-year program that culminates with a thesis. Students concentrate in two out of twenty possible fields of studies. They can choose between functional fields of study such as Public International Law, International Organizations, International Business and Economic Law, Law and Development, International Information and Communication, International Negotiation and Conflict Resolution, Human Security, International Trade and Commercial Policies, International Monetary Theory and Policy. Development Economics, International Environment and Resource Policy, Political Systems and Theories, International Security Studies, International Political Economy and International Business Economics as well as regional fields of study like the United States, Pacific Asia and Southwest Asia and Islamic Civilization. Students can also design their own fields of study. Each field consists of three or four different courses. All students have to pass a total of 16 courses in addition to passing foreign language requirements.

Ph.D. students choose to complete two or three fields of study, in addition to writing a dissertation.

The MA program is primarily for mid-career professionals. It is a one-year program and students are expected to pass eight courses and write a master's thesis.

The Fletcher School currently has formal joint degree programs with the other Tufts schools including Arts and Sciences, Engineering, the Tufts University School of Medicine, the Sackler School of Graduate Biomedical Sciences, the Tufts University School of Dental Medicine, the Gerald J. and Dorothy R. Friedman School of Nutrition Science and Policy, and the Cummings School of Veterinary Medicine.

Beyond Tufts, the school maintains joint degree programs with University of Pennsylvania's Wharton School, Harvard Law School, Dartmouth College's Tuck School of Business, the Northwestern University's Medill School of Journalism, the University of California at Berkeley, the Diplomatic Academy of Vienna, the University of St.Gallen, IE Business School in Madrid and HEC Paris.[4] In December 2010, the school entered into a memorandum of understanding with the Indian School of Business to support the ISB in establishing the Bharti Institute of Public Policy at the ISB's planned Mohali, Punjab campus.

Recently, the Fletcher School and China Europe International Business School (CEIBS) have established an agreement to create a dual-degree program. This program allows students to receive both a Master of Arts in Law and Diplomacy (MALD) from the Fletcher School and a Master of Business Administration (MBA) from CEIBS [5]

The school is home to research programs, institutes, and centers dealing with human rights and conflict resolution, international business relations, international security studies, human security, international environmental affairs, media and communication, and technology.

Organization and faculty[edit source | editbeta]

The Fletcher School is under supervision of a dean, appointed by the president and the provost, with the approval of the Trustees of Tufts College (the university's governing board). The dean is responsible for the overall administration of the school, including faculty appointments, curriculum, admissions and financial aid, student affairs, development, and facilities. Unlike other graduate schools of international affairs, the Fletcher School has its own budget, faculty, and set of faculty bylaws. There are, however, some professors who hold joint appointments with departments in the School of Arts and Sciences. Furthermore, Fletcher professors occasionally offer courses in the College of Liberal Arts or allow undergraduates to enroll in graduate courses. The undergraduate international relations program, the largest major in the College of Liberal Arts, has its office at the Cabot Intercultural Center, the main building of the Fletcher School complex. However, the undergraduate department of international affairs has no affiliation with The Fletcher School.

The full-time Fletcher faculty comprises economists, international law theorists, historians, and political scientists who hold the academic ranks of professor, associate professor, assistant professor, and lecturer. All faculty members hold terminal degrees in their respective fields (Ph.Ds in the case of historians, political scientists, and economists; and JDs and LLMs in the case of lawyers).

플레처 스쿨(The Fletcher School of Law and Diplomacy, The Fletcher School)은 미국 보스턴 근교인 메드포드에 위치한 미국 최초의 국제법 및 외교학 전문대학원이다.

플레처 스쿨은 터프츠 대학교 내 8개 단과대학 중 하나이며, 문과대학, 이과대학, 공과대학과 함께 본교 캠퍼스에 위치 하고 있다. 2008년을 기준으로, 학생 정원은 500명(교과목을 듣지 않는 박사학위 학생 제외), 교수 인원은 총 69명이다. 현 학장은 주한 미대사를 역임한 스티븐 보스워스(Stephen W. Bosworth)로 현재 '미 북한정책 특별대표'(US Special Representative for North Korea Policy)를 겸직하고 있다.

플레처 스쿨(Fletcher School)은 1923년 타계한 오스틴 바클래이 플레처(Austin Barclay Fletcher)가 터프츠 대학(Tufts University)에 남긴 유산 3백만불 중 1/3을, "외교업무에 능한 인재들을 양성하는 한편 국제관계에 관련된 여러 분야를 가르치는 법과 외교 전문학교를 설립하라"는 그의 유언에 따라 1933년 설립되었다.

플레처 스쿨은 하버드 대학교 (Harvard University)와 터프츠 대학교(Tufts University)간 긴밀한 협력아래 설립되었다. 시간이 흐르면서 터프츠 대학교(Tufts University)가 독립적으로 운영을 맡게 되었지만, 현재까지 하버드대 케네디스쿨, 하버드대 법과대학원 등 양교간의 학사교류가 활발하다. 그 외에도 매사추세츠 공과대학교 (Massachusetts Institute of Technology, 약칭 MIT), 다트머스대(Tuck School, MBA), UC 버클리대(Law school) 등 우수 미국 대학뿐만 아니라 스페인, 프랑스 등 해외 대학들과도 학점 교류가 가능하다.

특히, 개교 이후 플레처 스쿨은 레오 그로스(Leo Gross), 키스 하엣(Keith Highet), 로버트 휴덱(Robert Hudec), 한스 켈슨(Hans Kelsen), 루이스 손(Louis Sohn), 줄리어스 스톤(Julius Stone), 로스코 파운드(Roscoe Pound) 등 저명한 법률학자와 법조인을 교수진으로 영입하며 국제법 분야를 선도해 오고 있다. 또한, 선후배간 네트워크을 중시, 미국 정부 조직과 UN 등의 국제기구내에서 '플레쳐 마피아'로스쿨이 아닌 학교로서, 미국의 필립 제섭 모의 국제 재판 대회 (Phillip C. Jessup International Law Moot Court Competition: 미국에서 제일 유명한 모의 국제 재판 대회)에 참가를 하고 있다. 본교는, 법학전문대학원이 아닌데도, 2006년 지역 대회에서 하버드, 코넬, 시라큐스 등의 학교와 경쟁에서 이기고 대상을 수상한바 있다.

플레처 스쿨의 학사 과정은 다학제 시스템으로 국제학, 법학, 외교학, 역사학, 경제학, 경영학 관련 다양한 과목들을 자유롭게 들을 수 있는 것이 그 특징이다. 학위는 2년제 법학 및 외교학 석사 (Master of Arts in Law and Diplomacy, 약칭 MALD), 2년제 국제경영석사 (Master of International business, 약칭 MIB), 1년제 석사 (Master of Arts), 1년제 국제석사 (Global Master of Arts Program, 약칭GMAP), 1년제 법학석사 (Master of Laws, 약칭LL.M), 그리고, 박사 (Doctor of Philosophy)학위를 수여한다. 한편, 본 학교는 학부 과정이 없지만, 터프츠 대학교의 국제학 학사 프로그램[편집]교류

            임대기간은 가을 학기, 겨울 방학, 봄 학기 동안 (총 10개월) 유효하며 총 83명의 학생이 이 곳에서 지낸다. 한 스위트에 1~3명의 학생이 같이 사용을 하며 공용 공간 및 개인 방으로 이뤄져 있다. 본 기숙사는 남여 혼용 기숙사이다.

            미국의 유명 국제학 잡지 Foreign Policy는 (하버드 케네디스쿨(Kennedy School)의 석사과정과 함께 매년 최상위권으로 평가되고 있고 있다. 특히, 1996년 프린스턴 리뷰가 발행하는'Gourman Report'에 국제관계학 분야 랭킹 1위에 오르는 등 꾸준히 최고의 대학원이란 명성을 이어가고 있다.
